Understanding Disability Assistance in Malta
The Department of Social Security in Malta offers various forms of disability assistance to eligible individuals. These include assistance for the visually impaired, general disability assistance, and severe disability assistance for both physical and intellectual disabilities.
Eligibility Criteria:
- Assistance for the Visually Impaired: Available for individuals aged 14 and over who are either completely or partially visually impaired.
- Disability Assistance: For individuals aged 16 and over suffering from total paralysis, severe malfunction, or permanent disability due to limb amputation. It also covers those with hearing or speech impairments.
- Severe Disability Assistance (Physical): For individuals aged 16 and over with physical disabilities.
- Severe Disability Assistance (Intellectual): For individuals aged 16 and over with intellectual and general learning disabilities.
Application Process:
- Medical Consultation: The applicant visits a Medical Doctor or Treating Specialist who completes a medical report and submits an online application on behalf of the applicant. This includes uploading a document indicating the medical diagnosis.
- Authentication: The Medical Doctor or Treating Specialist authenticates the application using their e-ID, which is later verified by the Department.
- Email Confirmation: Both the Medical Doctor or Treating Specialist and the applicant receive an email acknowledgment upon submission.
- Application Vetting: The Department reviews the application to ensure all details and documents requested are correct. If it is approved at this stage, an interview with the inter-professional board is scheduled with the applicant.
- Interview Process: The inter-professional board evaluates the applicant’s disability through the International Classification of Functioning, Disability and Health (ICF) Questionnaire or by assessing the provided documentation.
- Final Decision: Upon approval, the applicant receives a letter with payment details. If rejected, a rejection letter is sent to the applicant citing the reason.
