This occurs when a contributory pension application is rejected by the Department of Social Security, on the basis that a claimant does not have the minimum amount of Social Security Contributions to qualify for a Contributory Pension. However, in those cases where the department does not have details regarding Social Security Contributions paid by a person, then an application needs to be submitted.
